The Illinois General Assembly has passed Senate Bill 3558, which collects fines from pimps, johns and sex traffickers and places them in a special fund at the Illinois Department of Human Services to be used for survivors of human trafficking and prostitution. In addition to safe houses, drop-in centers and counseling, the fund will cover trauma-informed services – job readiness, transition to housing – that help sex workers create new lives.
According to End Demand Illinois, a coalition of 15 organizations that includes the Chicago Alliance Against Sexual Exploitation (CAASE) and the Chicago Coalition for the Homeless, the bill will also incentivize law enforcement to focus on pimps, johns and traffickers. The fines will also deter johns from purchasing sex.
